인종차별을 멈춰라! STOP! RACISM
우리는 세계 인종차별 철폐의 날을 맞아 이 자리에 모였다.
56년 전 3월 21일에 남아프리카공화국 샤프빌에서 아파르트헤이트에 반대하며 평화적 집회를 벌이다 경찰의 발포에 의해 69명의 시민들이 희생되었다. 이 사건 이후 유엔은 1966년 인종차별철폐를 위한 세계 민중의 지속적인 투쟁에 의해 이 날을 '세계인종차별철폐의 날'로 지정했다.
오늘날 아파르트헤이트는 사라졌지만 세계 곳곳에서 인종차별의 위험과 심각성이 높아지고 있다. 이 때문에 국제적으로 인종차별에 반대하는 목소리를 높이는 것은 그 어느 때보다 중요해졌다.
한국도 인종차별에서 결코 예외가 아니다.
작업장에서, 노동부 고용센터에서, 법무부 출입국관리소에서 이주민들이 겪는 차별과 냉대가 수많은 이주민들을 고통과 절망에 빠트리고 있다.
체불임금, 산재 등 권리 구제를 받아야 할 이주노동자들이 비자가 없다는 이유로 막무가내로 단속되고, 어린 아이조차 외국인보호소에 구금된다. 그런데도 정부는 최소한의 통제나 규제도 없이 무법적인 단속을 정당화하기 위해 출입국관리법 개악을 추진하고 나섰다.
정부와 언론들은 몇 건의 외국인 범죄를 부풀려 전체 이주민들이 잠재적 범죄자라도 되는양 비난하고 우리의 안전한 삶이 위협당하고 있다는 공포심을 부추긴다. 또 이주민에 대한 혐오발언을 의견으로 수용하거나 심지어 광고로 게재까지 해줌으로써 인종차별을 정당화 해주고 있다.
우리는 이주민들의 존재가 이 사회의 위험 요소가 아니라, 날로 확산되는 인종차별의 심화야말로 우리 사회의 다양성과 민주주의를 위협하는 위험이라고 생각한다.
우리는 이주민에 대한 차별과 혐오가 이주노동자, 결혼 이주 여성, 난민에 집중되어 있음을 주목한다. 이것은 이주민에 대한 차별과 혐오가 힘없고 가난한 이들을 겨냥한 것임을 의미한다.
이주노동자들은 일자리 도둑이 아니라 한국 경제에 기여하는 고마운 사람들이고, 이주민들은 사회 통합을 저해하는 사람들이 아니라 한국 사회를 다양하고 풍부하게 만들어 주는 우리의 이웃이다.
그래서 우리와 함께 살아가는 이웃이며 동료이며 가족인 이주민들에 대한 차별을 멈추고 연대를 넓혀 나가기 위해 오늘 이 자리에 모였다.
한국 서울뿐 아니라 그리스, 독일, 영국, 프랑스 등 세계 곳곳에서 인종차별을 멈추라고 호소하며 행동에 나선 모든 사람들과 연대하기 위해 이 자리에 모였다.
우리는 인종차별에 반대하는 목소리와 행동이 더 커지도록 노력해 갈 것을 다짐하며 다음과 같이 요구한다.
우리의 요구
○ 모든 이주민에 대한 인종차별 중단하라!
○ 이주민은 범죄자가 아니다. 범죄자취급 중단하라!
○ 평등은 모든 인간의 권리이다!

2015 International Day for the Elimination of Racial Discrimination Declaration
STOP RACISM!
We have come together today to mark the 2015 International Day for the Elimination of Racial Discrimination.
56 years ago today, on the 21st of March 1960, a peaceful anti-apartheid demonstration in South Africa came under police fire, killing 69 people in what would become known as the Sharpeville Massacre. Following this tragic incident, the United Nations in 1966 declared this day the International Day for the Elimination of Racial Discrimination, in recognition of continuous popular struggles against entrenched racism and discrimination.
The apartheid regime may have disappeared, but the scourge of racial discrimination continues without decline throughout the world. It is therefore more important than ever to raise our voices in opposition to these practices, wherever they may be.
Korea is no exception to the ongoing trend of race-based discrimination. Be it in the workplace, at the Ministry of Employment and Labor’s Employment Centers or at the Immigration Office, migrants in Korea are being systematically discriminated against. Migrant workers are being denied back wages and compensation for workplace accidents, and indeed often cracked down on simply for not having a visa. Young children are no exception, as they are round up and placed in foreigner detention centers. The Korean government is now seeking to further justify its lawless crackdowns on migrant workers through a revision of immigration law.
In broader society, the government and media have used disparate instances of crime committed by foreigners to create an atmosphere of fear and threat, where everyone deemed an outsider has become a potential criminal. Furthermore by opening their publications to anti-immigrant hate speech and shock advertisements by anti-immigrant entities, the mainstream media stands guilty of legitimizing racial discrimination.
We believe that the true threat to society comes not from the very presence of foreign workers in Korea, but from the ever-radicalizing threat to democracy and multiculturalism in the form of discrimination against these workers. The focus of all this hate and discrimination on migrant workers, married immigrant women and refugees shows only that the lash of intolerance strikes without exception the weakest and the poorest.
Migrant workers are not stealing Korean jobs, but on the contrary gratefully contributing to Korea’s economic growth; they are not placing sticks in the spokes of social unity, but rather adding their value to an ever-more diverse and dynamic society.
We have therefore come together today to strengthen our common resolve to stand against all forms of discrimination against our neighbors, the immigrants living in Korea.
Beyond Korea’s borders, we extend our hand in solidarity with those in Greece, Germany, the United Kingdom, France, and all peoples calling for an end to racial discrimination.
We vow to lift our voices ever higher and to work ever harder toward this cause. We call for the following:
· Stop all forms of racial discrimination against immigrants!
· Stop treating all immigrants as criminals!
· Basic equality is a human right for all!
